The real Dracula is a Romanian hero, named Vlad Tepes, whom was a war hero when fighting off the Turks. Although he was an excessively cruel man, also known as Vlad the impaler, he was also fighting for the protection of his people. The man in Romania is considered a hero for protecting them. However, the legend did grow that he was a vampire, which was a common belief in that region during his era, partially due to his notoriety on how cruel he was. Vlad Dracula Tepes became immortalized by the horror book Bram Stoker's Dracula, which was based off of him, but was a fictional work. That portrayed him as a vampire, obviously. What it looks like Universal Pictures is doing is combining the two Dracula's, the reality and the fiction to create a story on the emergence of Vlad Tepes becoming a vampire. If done right, I personally think it could be genius.
